The school books and pays for the school trip, then decides how to fund it, which for most trips means contributions from parents.
When you book with Diverse School Travel, you secure the trip with a deposit of £25 per paying person for coach trips, £75 for train trips, £100 for air trips or £150 for long haul. You then have 3 weeks to promote the trip and collect deposits, and your price is fixed and guaranteed during that time, so the figure you quote to parents on day one is the figure they pay.
What you can ask parents for is set by Department for Education rules. For school trips during school hours, state schools in England ask for voluntary contributions. Parents don't have to pay, and no child can be excluded because their family didn't contribute, though the school can cancel the school trip if contributions fall short. For residential trips, schools can charge for board and lodging at a cost and families receiving certain benefits are exempt from that charge.
